The Rise of Mumbai BPO

India’s commercial powerhouse and a rising BPO force

Mumbai is not only the financial capital of India but also a fast-emerging global hub for business process outsourcing. With a dynamic economy, a highly educated workforce and strong infrastructure, the city presents a compelling case for businesses looking to outsource operations. The rise of the Mumbai BPO sector is further supported by government incentives, robust transport connectivity and an expanding digital ecosystem.

Why Mumbai?

Mumbai, formerly known as Bombay, is the capital city of the Indian state of Maharashtra. Mumbai is the financial capital and the centre of the Mumbai Metropolitan Region, the sixth-most populous metropolitan area in the world. Mumbai lies on the Konkan coast on the west coast of India and has a deep natural harbour. On the Mumbai Harbour waterfront stands the iconic Gateway of India stone arch, built by the British Raj in 1924. Offshore, nearby Elephanta Island holds ancient cave temples dedicated to the Hindu god Shiva. Mumbai boasts the highest number of billionaires among all Asian cities. Mumbai is also known for being the hub of the Bollywood film industry.

Population and language

Mumbai, with 12.5 million residents, is the most populated city in India and the centre of the Mumbai Metropolitan Region. Mumbai ranks as the sixth most populous metropolitan area in the world, boasting a population of over 21,673,000, an increase of 1.77% from 2023. Mumbai has the highest GDP in India, with $310 billion contributing to India’s total GDP of $3.417 trillion U.S.D. Marathi, the state language, is the dominant Indian language, followed by Gujarati, Hindi, and Bengali (Bangla). Under Article 343 of the Constitution of India, English gets the status of an associate official language; the official language is Hindi. However, English serves as the primary language of the higher legal system, federal legislative processes, and the majority of higher education.

Education and workforce

All students across the country are required to learn three languages: English, Hindi, and their mother tongue, with the exception of regions where Hindi is the primary language. Under the Maharashtra Student Scheme, students who pass their 12th class examination receive 6,000 rupees a month, and diploma students receive 8,000 rupees a month in financial assistance from the local government. Maharashtra enrolled a total of 4,577,843 students in various higher education courses in 2021–22, with the undergraduate level seeing the highest enrollment with 3,498,728 candidates. The University of Mumbai is a public state university and is one of the largest university systems in the world, with over 549,000 students on its campuses and affiliated colleges. There are a further 40 universities and a vast number of affiliated colleges.

Transport and infrastructure

Chhatrapati Shivaji Maharaj International Airport (IATA: BOM, ICAO: VABB) is the main airport serving Mumbai and handles just under 53 million passengers annually. Mumbai airport is about 30 kilometres from the city centre, and depending on traffic, it can take 40–60 minutes. Mumbai is reputed to have the best public transport system in India. The Mumbai Metro is a rapid transit system serving the city of Mumbai and the wider Mumbai Metropolitan Region in Maharashtra. The 12 km underground BKC to Aarey Jogeshwari-Vikhroli Link Road section of Aqua Line opened on 5 October 2024. There are 8 other metro lines currently under construction in the city. Due for completion in October 2025, the 1,350-kilometer, eight-lane Delhi–Mumbai Expressway connects Mumbai and Delhi.

Telecommunications and connectivity

The Telecom Regulatory Authority of India (TRAI) is the Telecom Regulatory Authority of India Act. India has just under 62 million direct-to-home phone and internet subscribers. Excitel, Jio Fibre, and Airtel provide the fastest internet connections in India. The Ministry of Road Transport and Highways has designated 1,367 km of the Delhi-Mumbai Expressway as pilot routes for optical fibre cables (OFC). The OFC network will enable a direct plug-and-play or “fibre-on-demand” model for telecom and internet services in rural areas. Mumbai has a total data centre capacity of 289 MW—44% of India’s total data centre capacity. Yotta Infrastructure, in Mumbai, is one of the largest data centers in India and offers tier-one customer support for hyperscale capacity and colocation.

Government support and growth

Founded in 1988, The National Association of Software and Service Companies (NASSCOM) is an Indian non-governmental trade association that operates as a nonprofit organisation and serves as a key entity within the Indian technology sector. The core focus of NASSCOM is ensuring high service quality standards in the Indian software and BPO sectors. In 2000, K Raheja Corp. developed the 110-acre suburban IT & business park Mindspace in the Mumbai suburb of Malad. The Indian Green Building Council (IGBC) and Leadership in Energy and Environmental Design (LEED) have certified Mindspace. Mindspace, a LEED Gold green tech park in Mumbai, boasts 21 buildings, retail outlets, food courts, recreational grounds, outdoor sports arenas, and children’s creche facilities, catering to a significant portion of the commercial space demands of the ITES and BPO industries.

BPO services

Government tax incentives for the creation of jobs in the BPO/ITES sector include the India BPO Promotion Scheme (IBPS), which is part of the Digital India program. The BPO industry in Maharashtra employs over half a million people, making it one of the largest employment generators in the state. The industry offers a range of services, including customer service, data processing, and back-office support, to clients both in India and around the world. Mumbai benefits from a large population of educated and skilled professionals, making it an ideal BPO destination. Statista.com projects India’s BPO market is to reach US$7.19bn in 2024, and revenue is expected to show an annual growth rate (CAGR 2024-2029) of 8.76%, resulting in a market volume of US$10.94bn by 2029.

Mumbai BPO operations are built on deep talent pools, digital strength and state support. The city continues to rise as a major force in global outsourcing. Its unique blend of cost efficiency, tech-savvy professionals and regulatory backing gives it a clear edge over competing destinations.
As businesses seek resilient, future-ready BPO partners, Mumbai stands out as a strategic and scalable choice.
